xcam4133 is correct! They are team killers who have passed the team damage (friendly fire) threshold. Similar to World of Tanks for PC, we also have a system in place which records team damage.
If you kill a team mate or pass the team damage threshold, your name will turn blue. If you continue to team damage/kill, you will be properly sanctioned (temporarily banned) by the Automated TK System.
Moral of the story: DON'T TEAM KILL!

If you kill a team mate or pass the team damage threshold, your name will turn blue. If you continue to team damage/kill, you will be properly sanctioned (temporarily banned) by the Automated TK System.

How do you know if you're TKing? I feel like I've hit a few allies and have not seen/heard any kind of notification.

It's too late if you are banned.
Everyone needs to watch their fire, and not shoot at teammates even if they run into you.

I have not been banned, but it is a little annoying when you're firing burst guns, and someone drives in front of you and you have no idea if you damaged them or not :/
